Pick a quad if you want your own machine, the classic ATV feel, and no licence requirement. Pick a buggy if you have never ridden a quad and do not want to learn on holiday, if you want to talk to your passenger during the ride, or if you are bringing family who prefer a real seat with a belt.

Yes. Buggy, UTV and side-by-side all mean the same machine here: a small off-road vehicle with a steering wheel, a roll cage and 2 to 4 seats. On Koh Samui the parks mostly say buggy.
It depends on the park. X-Quad requires buggy drivers to hold a valid driving licence. The Buggy Samui Xtreme UTV tours take drivers from age 12 with no experience needed. Quad tours need no licence anywhere on the island because they run on private trails with a guide.
Most buggies seat 2 people side by side. X-Quad also runs a 4-seat 950cc machine, which fits a family of four or two couples in one buggy.
A buggy is easier to drive: steering wheel, pedals and seat belts feel like a car. A quad takes a little practice, which every park covers with practice laps before the trail. Nervous riders can also join a quad tour as a passenger on a double quad.
